Cook pasta according to package directions. Drain well.
Heat olive oil in large skillet over medium heat.
Add ground beef to hot skillet. Season well.
Cook beef until browned completely, about 8 minutes.
Remove beef from pan. Set aside temporarily.
Add butter to same skillet. Melt completely.
Add minced garlic. Cook for 30 seconds only.
Pour heavy cream into skillet. Stir gently.
Add onion powder and garlic powder. Mix well.
Simmer cream sauce for 5 minutes. Stir occasionally.
Add cheddar cheese gradually. Stir until melted.
Add parmesan cheese next. Stir until smooth.
Return cooked beef to alfredo sauce. Mix.
Add cooked pasta to beef mixture. Toss.
Season with salt and pepper. Taste first.
Garnish with fresh parsley. Serve immediately hot.
