Mix cornstarch, flour, salt, pepper, garlic powder, and baking powder.
Beat the egg and mix it with cold water. Add to dry ingredients.
Dip the chicken in the batter. Cover well.
In a pan, heat oil to 350°F.
Fry the chicken for 6-7 minutes until light brown.
Place the chicken on a wire rack. Let it rest for 5 minutes.
Fry again for 5 minutes until crispy.
In a small pot, mix soy sauce, honey, sugar, vinegar, garlic, ginger, sesame oil, and pepper flakes.
Add the cornstarch mix. Stir until thick.
Toss the fried chicken in the sauce.
