Boil water in a big pot. Add macaroni.
Cook until the macaroni is firm (al dente). Drain it and set aside.
Melt butter in a saucepan over medium heat.
Add flour to the butter and whisk it for 1 minute.
Slowly add the milk and cream. Keep stirring.
Add garlic powder, salt, and pepper to the mixture.
Let the sauce thicken by stirring it for 3-4 minutes.
Add all the cheeses. Stir until the cheese melts completely.
Add the macaroni to the cheese sauce. Mix everything together.
Pour the mixture into a greased baking dish.
Mix panko breadcrumbs with olive oil and sprinkle it on top.
Bake in the oven at 375°F for 15-20 minutes.
Broil for 2 minutes until the top is crispy and golden.
Take it out of the oven and let it cool for 5 minutes before serving.
